Ah, yes, I forgot that our west, you all heat with gas. Nobody here does. Gas is for BBQs and the occasional fireplace.Hmm. The physics of it would suggest that there has to be a lower limit below which we cannot extract enough heat relative to the energy expended to make a heat pump efficient. I have no idea what that limit would be without doing some research, though. I am neither a physicist nor an HVAC technician and I don't have a heat pump myself, just a traditional gas furnace + AC.
