The party is limited by who actually sits in the seats.
The leadership team signals the direction that the party attempts to move in or, at the very least, projects an image the voter is invited to buy into.
The shadow-cabinet are the people tasked to take a singular focus for opposition. You spread that out as much as you can because if only the leadership team went after cabinet ministers you would need to have at least as many members as the governing party.
Unless the opposition critic is effective (read loud) they will not be remembered and opposition critic is just a new line on their resume.
