Many manufacturers have plants that fill the global market.
Parts made in Mexico , Canada or US travel back and forth the border as they are put into assemblies and final products.
When I started working, borders were a big deal. We had Canadian mfg presence. There was, for the company that i worked for, four different facilities
Then, things shifted for Canada and US facilities.
Lots of mfg moved out of areas. Canada's moved to northern US in a cheaper labour market
Bunch of US moved to Mexico
Some moved to China
Some moved to Eastern Europe.
US and Canada lost a bunch of good jobs.
Corporations will do what they do
Large tariffs are partially designed to stop that.
When labour and other costs have such differentials, it isn't easy to stop.
Canadian mfg stayed in part due to requirement by Canadian firms in oil and gas having desire to buy xanadian
