as to whether they can deem it an internship? No they can’t. At least not in Ontario. There are strict labor laws about unpaid work, internships, supervision and paying people less than minimum wage at all

you can’t hire someone as an “intern” as a way to pay them less than minimum wage. And you can’t hire “interns” to replace actual workers.

I guess it's more of a stipend to give youth out of work something, and an incentive to get them out to do something toward their future, and keep them busy and motivated. It's not quite like employers who could afford to pay wages taking subsidies to only hire students. Or abusing the volunteer bank. I think it's different.
 
Youth have high rates of unemployment to begin with - before covid. They're starting out behind.Any program that will help buffer them for the future they're heading into, is good, imo.
 
It just seems to get stranger and stranger

-the PM says it was an open transparent process. But won’t let anyone see documents to prove that
-The public service which two weeks ago wasn’t capable of handling the program, somethI gotta the union of public service workers disagreed with, is now doing it
-no one has been able to explain why we are paying volunteers. Or why they are being paid less than minimum wage
-WE is now under fire for racial intolerance. A big article by a woman who was hired to speak about her experience with racism but had her speech watered down by white staffers
-all the board members suddenly resigned
-questions about why WE is given access to the public education system when no other charity seems to
-and questions about the Idea of lovely young Canadian kids flying off the Africa to sort things out. Quite condescending and an old world way of international charity. A “ we know best how to help you” model

i think WE is really going to be sorry this can of worms got opened
 
And today CBC reports that contrary to trudeau saying the family was not paid by WE they in fact were.
the hubris of the man to think that he doesn’t have to follow the rules of the government

at least now two committees are investigating as well as the ethics commissioner

And did you read that the ymca was asked to propose some volunteer positions. So they asked their branches and came up with 300 or so volunteer jobs for students. But the WE job site listed 1500 and not the ones they posted. Jobs like being a social media person to explain COVID-19? Excuse me but the government and health departments do that , do they not?

all the jobs seem to be some sort of inspire kids via social media jobs

no packing up boxes for the food bank or delivering meals to shut ins

meanwhile, kids who thought they could earn less than minimum wage ( what a treat to work for $10/hr are still trying to figure it out

why the government didn’t just give the money to universities and have one year of free tuition. Or give the money to charities them selves with the rule of hiring a student. Very poorly thought out. And giving a billion dollars to your friends to hand out, keeping 19 million for themselves is a pretty nice gig

There's also a big concern with schooling & kids who struggled during online learning, plus concerns about how things will go with the return to school and families who have those that are high risk.
Why not offer to ease some of this burden by the government paying students - high school (in particular in the summer for them) and post secondary ('volunteering' or via a 'bursary' to get around the minimum wage thing if that's too much) for tutoring/cohort teaching?
 
And now today CBC reports that one of Morneous daughters actually works for WE and the other volunteers

and he also did not recuse himself from discussions

and now a request has gone to have a police investigation

and the Bloch leader wants Trudeau to step aside pending the investigation

what do these clowns not understand about conflict of interest

i see we still are not seeing any paper work or emails about this decision, despite Trudeau always being so transparent

And if you read my posts above, I basically agree with you, even if I don't see it as any more egregious than a lot of other government contracting scandals and probably is one of the less egregious ones in the greater scheme of things.



Maybe not an RFQ but at least someone at arm's length from the PMO reviewing the contract before it is awarded. The PMO should never, ever have the final say on something like this. Especially given the Liberal Party's long history of rewarding friends.

I sincerely hope the ethics commissioner finds nothing wrong. It's not what I expect, though.

And if a pandemic is acceptable as an excuse for lowering our standards, then we can no longer criticize the US or other countries who do the same for the same reason.

This afternoon Liberal MOs are speaking out about the disaster and not being consulted. Back to team Trudeau of just the pm and the PMO

Which no one criticizes until something like this happens. The centralization of power in the PMO has been going on since at least Chretien, if not all the way back to Trudeau's Dad and Mulroney and should have been stopped long before this. Harper was just as bad, just didn't get into these messes as readily. Part of the solution to this kind of thing is to shift executive power back to the cabinet and ministries. The PMO should not be making decisions like this, it should be made by the minister responsible and senior civil servants in the relevant ministry. Another part of it is for Parliament to take its oversight role seriously instead of just playing partisan politics with it.

so now that the media is on the scent they are digging up lots of things. Just watched a campaign style ad, looks like it is produced by the liberal party but it is produced by WE. This was a very cozy relationship
 
I find myself wondering about all the students who had counted on doing some work & receiving these student grants ... summer is passing quickly & seems doubtful the civil service will be sufficiently organized to make this happen in a timely manner. Casualty of political gamesmanship I guess.

Parliamentary oversight is a joke. The official opposition shows no interest in cleaning up the mess, just using it to put themselves in power. Of course, it would help if they would get rid of their lame duck interim leader. Letting Scheer stay one as interim was a terrible decision. He should have been shown the door and a proper interim leader installed.
 
Yesterday the star had a article discussing how the liberal MPs didn’t know about this grant till it was announced

and one of the mo discussing how there already were several options for students. He was working with his constituency kids to help them access government funds

this Was a very strange program that seems to have been given minimal thought

students have other federal money to access
less than minimum wage is not allowed
