I'm not so sure of that. There's some strong indigenous activism around water rights, and watersheds around my particular area. Lots of calls to ban bottled water, the buying or leasing of watersheds to remove water. My county recently defeated a dump proposal for a watershed site and is now fighting strongly against an aggregate proposal. Aggregates are a bit difficult, because they're a large component in the building of wind farms... I think it was Gwynne Dyer, or maybe Suzuki, who predicted that the fight AFTER petrocarbons would be over H20.
