I took the same information and tried to see anothsr interpretation based on the.facts.Except he didn't outline any sort of plan he had in mind...you'd think that voters might care whether or not he actually has one, or if he's just winging it to get votes from people by telling them what they desperately want to hear.
There was an article about him wanting to end social security, but that he only spoke privately about it because he knows it would cost him votes... Nobody really knows where he stands, that's a bigger problem than his blustery and entertaining persona.

I read that article also and was not clear on how fixing the price would fix the drought problem...I mean, if the reservoirs dry up, they dry up. You can't turn cash into water. Unless, what the author means is driving up the price so that water is purchased as needed and not wasted - the price being a deterant any for waste. But, there is a danger in that (if that is what it means) - in places like Detroit people can't afford to buy tap water. This could happen in California.
