It's an op-Ed written by a psychiatrist, analyzing Trump's fitness as leader. To do this, she uses the US Army field manual, put out in 1967, that evaluates commanders' mental fitness (why is a potential Commander in Chief of the Highest Office of the west's most powerful country not evaluated by this test before becoming Commander in Chief in the first place?) As she mentions, empathy is on the list - which may be surprising considering war isn't a very empathetic exercise - however, a good leader would have to have empathy for their own "team" and Trump doesn't have that either. He'd gladly throw a team member under the bus to serve his personal interest.
Here's the list. Just by comparing Trump's behaviour to it, she's made a case that he has none of the traits of a good leader.
