This is happening in London Ontario, I see. Something similar happened here but was closed down. It was between downtown and a dense residential area. Neighbours started to have complaints - some helped with the original effort. Some who stayed there were sad to lose their little village. It looked pretty colourful and cute (better than this one) but it after a while people lost patience with the problems it attracted - lots of which aren’t homeless peoples’ fault. Homeless advocates point out that they were shelters, not homes. I think the idea was to move people into more permanent housing - and efforts were being made before they shut it down.
This one looks to be away from town - ostracizing? It’s a band-aid, but they didn’t even try to make it look pleasant. Looks like a camp.
