The conspiracy theory is that trump can change the election dates
It is not a conspiracy theory to wonder if the election dates might be changed ...

Since the United States Constitution grants states the authority to administer all elections, even federal elections, the federal government does not explicitly possess the power to suspend or postpone a presidential election. However, Congress does have the right to mandate the timing of federal elections, and since the Presidential Election Day Act of 1845 presidential elections have been held on the first Tuesday after the first Monday of November in election years. Hypothetically, given Congress’ authority over the timing of federal elections, Congress could pass a law regarding emergency rescheduling of a federal election.

Similarly, the president could use his emergency power in such a way as to disrupt states’ ability to conduct elections, but this has never happened (and would likely be highly controversial if it did happen).

A conspiracy theory is like using an imaginary lance to deal with real windmills. It is a simplistic misinformed (or possibly deliberate disinforming) invalid response to a real situation. As an invalid proposition, it doesn't merit a well-thought out valid response.

So I have bothered to check ...

Observing that even in its most difficult times, U.S. elections proceeded unencumbered.

Yes, but the President supported and encouraged those elections.

The question posed here is whether the President could, if he/she chose, suspend the elections.

As already noted, the Constitution does not grant the President that power.

But the President certainly has the power if he/she chooses to disrupt and possibly invalidate national and state elections.

There are all sorts of permutations possible.

In fact, if the President declared a National Emergency and his/her intent was to disrupt the Presidential elections, he/she certainly has the power (as contained in the Constitution) to do so.

 
It's not a conspiracy theory. It's even been discussed in the "mainstream media" before covid 19 distancing measures were in place.

I think we witnessed several examples, that he can do whatever he wants (and he believes that too) and nobody really does s**t all about it.
Forward to now: Elections mean line-ups and school gyms and church halls packed with people. It means making other plans to ensure free and fair elections can happen another way, and allocating money for that.

CFR is a US think-tank whose members have been instrumental in formulating US government policies resulting in sanctions, destabilization efforts, and outright military attacks on nations which have never attacked the US.

The Council's members’ activities helped to promote the Iraq war, the bombings of Serbia and Libya, and the overthrow of the elected government of the Ukraine.

The promotion of these policies by the media conglomerates which belong to the Council has been key to preparing the American public to accept these policies.

The media conglomerates’ fellow members of the Council on Foreign relations include a large number of large corporations, powerful CEO's, and present and former government officials. One prominent member is former US National Security Advisor Zbigniew Brzezinski, whose doctrine calling for US control of the Eurasian landmass, which includes Russia and China, is one of the guiding elements in US foreign policy.

Now let us perform a thought experiment to see how far the conglomerates can go to support government foreign policies ...

I agree but considering it's the only one of very few sources in Russia, and it's Putin's - a sophisticated former spy and top dog - main airway to send Russian propaganda here, I do not trust it. It's the sort of source that includes a few reasonable, plausible things so you fall into the trap of the nefarious things.

There's a joke about it roughly halfway through this 1.5 minute clip - language warning.

The LA Times and many other on-line sources had an article on this recently. The authors cited the US constitution, stating that the election date cannot be changed, or at best by a few days maybe weeks. The president and the vice-president cannot stay in office when their terms expire without being re-elected. Should they not be re-elected at that time, then the succession rules apply and those rules state that the next in line takes the office. The person next in line is the House Speaker. Today, that is Nancy Pelosi.

If one limits the voters by some supernatural means like non-existent fears ... how would the statistical output lead?

Takes me back to an old statement about conflicts in the BS, bible and between statistics and how you'd like the statistics to lead reality! I believe in my value system that was called endogeneity! @Mendalla ... remember that definition and its broad application across flaws in the Belief, Idea and Value Systems? A' Gap eh ...

Then some do not believe in flaws regarding inn humane systems ... to do with hospitality? Thus considerable spitting and hsss NG!
