As I understand it, it is a provincial law but The adult entertainment by-law allows for a

to be made at the discretion of Council including considering how it fits the character of the neighbourhood.

The applicant for the club and stripping was from Alberta. The Leader Post is quoted as sayin that he was
caught off guard by council's decision.
 
In Ontario, strip clubs are regulated by the municipalities who can use business licensing and zoning by-laws to control them (as with any other legal business or business type). So, they would likely not approve one near a school or other location where it could be an issue. All are in commercial or even light industrial areas as a consequence. As I said earlier, while we have 3 or 4 still operating here, the city tends to retire the license when one goes out of business so the number has been declining.
