THe eunuch would be on the outside of Jewish religious practices, even if converted to Judaism they would still be counted as an outsider on account of the castration. SO the story is about one who, despite having some degree of status due to their role in a foreign court, is welcomed into the fold even though they are a category often seen as flawed. I wonder why the writer used a eunuch (riding a chariot, no less) as his main character. This lends an exotic or fanciful air to the story and it reminds me of a parable.
