Yes, they define as secular communities.I think it talks about itself as a community. It also strikes me as commonly Canadian to define onseself by stating what one is not - eg when we compare to Americans ... we're more likely to say how we're not like them, rather than strongly state what we are.
But again, not an originally Canadian idea . . . there are eight or so already in existence in the U.S.
