True ignorance or wilful ignorance? From your wording, I'm guessing you think the latter (as do I).

There is not the slightest possibility this oversight was an innocent one. one of the developers of a major project that is causing the pollution is a member of the cabinet. And recently, more than a month after this was all revealed, the government still did not post a beach warning sign on a day of severe pollution.
