Most, in my experience, know at least basic English, because they're taught it in school (elementary-high). My guess would be that the average Korean knows English as well as the average English Canadian knows French.

The signs may have started out as the work of Western missionaries (not just from America) but today they're kept for a number of people - foreign visitors, foreign people working here, U.S. military serving here, etc

Oh... I know bidets... Have used them here. But have never seen one that's a hose coming from the wall
