The kilt was invented in Scotland during the industrial revolution. It was cheaper than pants. The tartans were just patterns with no meaning. Victoria got it in her head these were family colours. So the word went out to the scots about the 1870s to pick their official tartans. I wear the kilt of Frasers because I am a captain-lieutenant of the Fraser Highlanders.
Earlier, the Scots, like many others, wore something resembling a dress with a belt on it.
