Right, but news media is what we are talking about. They don't need to pay to carry announcements and such posted directly by the government. The whole dispute is about paying the media companies to use their content. If the government posts an announcement about the Kelowna fire, that is public information and free to the world. If a Globe writer writes a story on the fire, that is the property of the Globe & Mail and they are within in their rights to expect payment for retransmission given that some of us pay per month for the right to access that content.
