There's room for improvement, for sure, but people didn't always get to voluntarily participate in their government. That was progress over time. If it's bad, it's because people got too comfortable and stopped civic participation. That's our own fault, if we became apathetic (if we knew how blessed we were we'd be wearing sackcloth and ashes, someone said - in other words we wouldn't be taking democracy for granted). We employ the government, we are the government. Who you have to worry about are the corporate billionaires - unelected powers - who are greedy, and who have rigged the system to benefit themselves with no accountability. (They had to utilize libertarian principles to not be held accountable to laws, too...that's partly the fault of libertarians.)
